The plight of the Azeri refugees after the war, as well as the physical destruction, brought to Azerbaijan about every aid agency that you can imagine. Several years after the end of the war most of these agencies are still active all over the country, a clear symptom of how much remains to be done. Foreign observers have accused the authorities of ignoring the fate of the refugees, because they have become a symbol of shame since they represent Azerbaijan's defeat in the war with Armenia and are a reminder that Azeri men were unable to defend their country.

The  ICRC  has  been  working  in Azerbaijan, in the context of the Nagorny Karabakh  conflict,  since 1992. First involved in protecting and providing emergency  relief  to  the  conflict  victims,  today the ICRC supports the people  of  Azerbaijan  in their efforts to deal with the lasting emotional and  physical  wounds  of  the conflict. It focuses on the issue of persons unaccounted  for  as  well  as on the problems of people held in connection with   the   conflict  and  vulnerable  detainees.  It  also  supports the authorities  to  improve  the treatment of tuberculosis in prisons.
Through its  prevention  programmes the ICRC helps the authorities of Azerbaijan to respect  and  ensure  respect  of International Humanitarian Law.  The ICRC works to strengthen the Red Crescent Society within the country.
